The EC REP Symbol on Your Barrier Box Is Becoming EU REP

PROTECTDENT banner: ISO 15223-1 EC REP to EU REP symbol change

Why this matters now

Every piece of CE-marked barrier packaging in your operatory carries a set of pictograms defined by one standard: ISO 15223-1. In March 2025, that standard received its first amendment since the 2021 edition, and it changes one symbol that appears on nearly every box: the mark that identifies who, in the EU, is legally answerable for that device. Amendment 1:2025 drops the word "EC" from the "EC REP" symbol so the mark is no longer tied to one region, and the role it names is now a defined term in the standard itself. Nothing about CE marking, device class or sterility status changes. The practical risk is different: a practice manager comparing two cartons from the same supplier, one old stock and one new, could see two different symbols and mistake it for a packaging defect.

What actually changed

  • ISO published Amendment 1 to ISO 15223-1:2021 in March 2025. Its title: "Addition of defined term for authorized representative and modified EC REP symbol to not be country or region specific."
  • It adds a defined term for "authorized representative" to the standard (clause 3.20).
  • It modifies the symbol itself (Table 1, item 5.1.2, and Annex A.4): the reference to "EC" is removed, so the same symbol — generally referred to as EU REP going forward — can identify an authorized representative in different jurisdictions, not only the EU.
  • A country-code placeholder sits alongside the symbol to show which jurisdiction's representative is listed; the amendment's own examples use CH and NZL, not an EU-specific code.
  • Where a manufacturer, authorized representative, importer and distributor share the same name and address, the applicable symbols can now sit next to a single address block instead of repeating it for each role.
  • National adoptions are rolling out on different schedules. The British adoption, BS EN ISO 15223-1:2021+A1:2025, went current on 30 November 2025. The Austrian edition carries an edition date of 15 April 2026.
  • The amendment is not yet harmonised under the EU MDR, and no implementation deadline has been set. A box still printed with "EC REP" is not out of date and does not need to be pulled or relabelled on any schedule.

What this means in the operatory

Both versions of the symbol mean the same thing: this is the authorized representative, and this is their address. A supplier does not need to have switched yet, and one that has switched has not done anything wrong by using the old version on older stock still in the pipeline. If your sterilisation log, QMS audit or import paperwork cross-references a box's compliance marks against a previous batch and someone flags the symbol as inconsistent, that is the explanation — not a sourcing problem.

What the symbol is actually for does not change: it is the contact you would use for a field safety notice or an incident report tied to a specific batch. When a supplier updates the symbol, check whether the address behind it changed too. A relabelled symbol with the same address is cosmetic. A new address means your contact point for that product line has moved, and that is worth updating in your own supplier file regardless of which version of the symbol prompted you to look.

What to check

  • Read the authorized representative symbol for the address behind it, not just its wording — EC REP and EU REP identify the same role.
  • If a label groups several roles under one address block, confirm with the supplier that manufacturer, authorized representative and importer are not being quietly merged into one entity when they are legally separate.
  • Do not raise a non-conformance against a supplier for using "EC REP" on current stock. The 2021 edition without the amendment remains valid; nothing forces an immediate changeover.
  • Do not add "ISO 15223-1 Amendment 1 compliant" as a purchasing requirement yet. It has no MDR harmonisation and no deadline, so it is not something a supplier can be out of compliance with today.

Frequently asked questions

Does the EC REP to EU REP symbol change mean my current barrier sleeve boxes are out of compliance?

No. The amendment has no MDR harmonisation and no implementation deadline. Boxes printed with EC REP remain compliant with the unamended 2021 edition of ISO 15223-1.

Do EC REP and EU REP mean different things?

No, they identify the same role: the authorized representative and their address. The amendment removed the word "EC" so the symbol is not tied to one region, it did not change what the role is.

Should I ask my barrier product supplier to confirm they use the new EU REP symbol?

Not as a compliance condition. The amendment is not yet harmonised, so neither symbol version can be treated as a requirement. It is worth asking what address sits behind the symbol if it changes, since that is your contact for safety reporting.

When do I need to update my own supplier records because of this?

Only when the authorized representative's address actually changes, not when the symbol's wording changes. A relabelled symbol with the same address needs no action on your side.
